
Basement noise runs in two directions and most people only think about one of them. There is the sound going up — children on a rec-room floor arriving in the living room above — and the sound coming down, which is why a basement home office is a poor place to take a call while somebody cooks dinner overhead.
Almost all of the decisions that fix either one get made during the flooring installation, when the layers are open and the cost of adding something is the material, not the demolition.

The Short Answer
Carpet over a dense pad over a subfloor system is the quietest basement floor you can build, and nothing hard-surfaced comes close on impact noise. If the room needs to be quiet — a bedroom, a media room, a home office — that is the answer and the rest of this guide is about the cases where it is not available.
Where a hard surface is required, the ranking runs cork, then engineered wood or laminate over a rated acoustic underlay, then rigid-core vinyl, then tile a long way back. The underlay does more of the work than the flooring does, and it is the layer where the specification is most often quietly downgraded.
Two Kinds of Noise, and They Need Different Fixes
Concrete is excellent at carrying sound, which is the root of the problem. But the two kinds travel differently and confusing them is why some soundproofing money gets wasted:
- Impact noise — footsteps, dropped toys, a chair pushed back. It travels as vibration through the structure itself, so the fix is decoupling and absorption: soft layers, air gaps, mass that does not connect straight through.
- Airborne noise — voices, television, music. It travels as pressure waves through the air and through any gap it can find, so the fix is sealing and mass.
Their measures are separate too. IIC (Impact Insulation Class) rates impact performance; STC (Sound Transmission Class) rates airborne. Higher is better on both, and roughly every five points is a change most people can actually hear. A bare slab assembly sits somewhere around IIC 25 to 30; a well-built basement floor assembly can reach the mid-fifties.
The number to insist on is a tested rating for the assembly, not a claim about the material. Plenty of underlay is marketed as acoustic without a published figure attached, and in a condo the building will specify a minimum IIC as a condition of approval.
Building the Assembly From the Slab Up

Reading that table top to bottom is the right order to spend money in, and the last row is worth more than people expect. A hard-floored basement with three good rugs is a materially quieter room than the same basement bare — choosing rugs for busy spaces covers what survives a rec room.
Flooring, Ranked for Quiet
- Carpet over a dense pad — the best acoustic flooring on both measures by a clear margin. It absorbs impact at source and it damps airborne noise in the room.
- Cork — the best hard surface. Its cellular structure absorbs rather than reflects. Below grade it belongs over a subfloor system rather than on a bare slab, because it is organic.
- Engineered hardwood and laminate — middling, and heavily dependent on what is underneath. A rated acoustic underlay moves them more than a change of product would.
- Rigid-core vinyl — reasonable with an acoustic underlay, and better than its reputation because the mass of an SPC core helps.
- Tile — the worst of the group. Hard, bonded straight to the slab, reflective. If acoustics are the priority in a room, tile is the wrong specification for it.
The awkward part of that list is that tile is also the best answer for moisture and the only sensible one for a basement bathroom, so in most basements both appear and the acoustic decision is made room by room, not for the whole floor.
Half of This Job Is the Ceiling
Sound going up from a basement passes through the ceiling assembly, not the floor. If the problem you are solving is a media room under a bedroom, treating the basement floor does very little and treating the basement ceiling does most of the work — resilient channel or sound clips to decouple the drywall from the joists, insulation in the cavity, and a second layer of drywall with a damping compound between.
That is not flooring work and we do not do it. It is in this guide because the two are constantly confused, and because a homeowner who spends the whole acoustic budget on underlay when the complaint is noise reaching the bedroom above has bought the wrong thing. Work out which direction the sound is travelling before choosing where to spend.

Two things worth adding from the showroom side. The room that prompts this question is almost always a theatre room; that is the brief far more often than a bedroom or a home gym. And the honest limit is worth stating outright — flooring will not soundproof a basement. What a floor and a dense pad genuinely do is cut the echo inside the room, which is the thing that makes a hard-surfaced basement sound like a basement. That is real value. It is not the same as stopping sound reaching the room above.
Matching the Build to the Room
- Rec room for children — impact is the whole problem. Carpet, dense pad, subfloor system. Ceiling treatment if there are bedrooms above.
- Home office — airborne, in both directions. Sealing penetrations and the stair opening matters as much as the floor build-up.
- Media room — both, plus wall and ceiling treatment. The floor contributes; it is not the answer.
- Basement bedroom — airborne noise arriving from above and around. Carpet helps; the ceiling helps more.
- Music or practice room — containment in both directions, which is the case where a specialist genuinely earns their fee.
- Legal secondary suite — acoustic separation may be a code or condo requirement, not a preference. Check before you specify.
Where Soundproofing Money Gets Wasted
- Treating the floor and ignoring the flanking paths. Sound goes around a treated floor through the stair opening, mechanical penetrations and untreated walls. The weakest path sets the result.
- Underlay that looks acoustic and has no tested rating. If there is no published IIC or STC for the assembly, there is no performance being bought.
- Assuming thicker is quieter. Density and material composition do more than thickness, and a thick, soft, low-density foam can perform worse than a thin dense one.
- Optimising for the wrong measure. In a carpeted basement, impact is what people notice, so IIC is the number that matters and STC is the one on the box.
- Leaving it until the floor is down. Every layer in the table above is inaccessible afterwards.

Those are premiums over a standard basement installation and they are Ontario ballpark figures, not a quote. The mid tier is where most households land, and the subfloor system in it is doing three jobs at once — warmth, moisture and sound — so it is rarely a cost attributable to acoustics alone. Where to Spend, and in What Order
- Establish which direction the noise is travelling and which kind it is.
- If it is going up into bedrooms, budget the ceiling before the floor.
- Put in a subfloor system — it is the biggest single floor-side gain and it pays for itself three ways.
- Specify an underlay with a published rating, and get the figure on the quote.
- Choose the floor covering to the room’s use, accepting tile where moisture demands it.
- Seal the flanking paths — stair opening, penetrations, gaps at the perimeter.
- Add rugs. They are the cheapest acoustic improvement available and the only one you can change your mind about.
