
Underlayment is the roll of material that gets specified in about four seconds at the end of a long flooring conversation, usually with the words “and we’ll put the standard underlay down.” In a basement that is the wrong four seconds to rush, because the standard underlay is designed for a plywood subfloor in a heated room and you are putting it on cold concrete.
It is also the layer people confuse with two adjacent ones. Underlayment, vapour barrier and subfloor system are three different things that sometimes come in one product, which is exactly why the conversation goes wrong.

The Short Answer
Over a basement slab, vapour-rated underlayment is the floor of what is acceptable — acoustic foam with a bonded polyethylene moisture barrier, in one roll. Anything without vapour function is the wrong product down here regardless of what it costs.
Above that floor, the decision is whether you also want a subfloor system underneath the underlayment. In a basement that will be lived in, you do — and once a dimpled panel system is in, the underlayment above it can go back to being a simple acoustic layer, because the panel is already handling the moisture.
The one rule that overrides all of this: whatever the flooring manufacturer’s installation instruction specifies is the binding document, because it is the one the warranty is written against.
Four Jobs, and Basements Make Three of Them Harder
All four apply anywhere in the house. Below grade, three of them get considerably harder:
- Moisture management — the one that is genuinely different below grade, because a slab emits vapour continuously and a plywood subfloor does not.
- Acoustic dampening — both the hollow drum sound of a floating floor on concrete and the footfall travelling up into the room above.
- Thermal buffering — modest on its own, and no substitute for a proper thermal break.
- Smoothing — absorbing the small irregularities in a poured slab that would otherwise telegraph through the finished floor as high spots and hollow patches.
Underlayment, Vapour Barrier, Subfloor: Three Different Things
These get used interchangeably in showrooms and they should not be:
- A vapour barrier is a moisture-blocking layer and nothing else — 6-mil poly, a foil-faced sheet, a liquid-applied membrane.
- Underlayment is the cushioning layer directly beneath the finished floor. It may or may not include vapour function.
- A subfloor system is a structural layer that sits under both, raising the floor off the slab entirely.
A basement needs the first function, always. It can get it from a standalone barrier, from a combination underlayment, or from a subfloor system that includes one. Two rows worth reading twice. Cork is the one people get wrong in basements — it is a genuinely excellent acoustic material and it is organic, so putting it straight onto a damp slab is asking it to do the one thing it is worst at. Over a dimpled panel system it is a fine choice. And felt has no business on concrete at all, though it turns up there because it is what the installer had on the van.
Matching It to the Flooring You Chose

Tile is the outlier and it is worth understanding why. Every other product on that list wants separating from the slab; tile wants bonding to it. Putting a cushioned underlayment under tile is not an upgrade, it is a crack.
The carpet row hides the biggest quality gap on the table. A moisture-barrier underpad in a basement is doing structural work, not comfort work, and the difference between a good one and a builder-grade one shows up in how the carpet wears as well as in how it feels. Where It Goes Wrong
- Basic foam on a slab. The most common single error, and it is normally a substitution made on site, not a decision anyone took.
- A barrier laid with gaps or unlapped seams. Vapour finds the opening. Ninety-five percent coverage performs like no coverage in the five percent.
- Two vapour barriers with a breathable layer between them. This traps moisture at an interface, and it is a mistake made out of caution, not carelessness.
- Underlay pinched under the baseboard. Running it up the wall is correct; crushing it flat when the trim goes on destroys the acoustic performance you paid for.
- No perimeter expansion gap. A floating assembly needs room to move, and the underlay stage is where that gap gets lost.
- Over-specifying. A full dimpled system in a tested-dry, above-grade slab addition is money spent on a problem that is not present.
The mismatch failures do not show up at handover. They surface somewhere between six months and three years later as cupping, a hollow-sounding patch, a smell, or a warranty claim that gets declined because the specified underlay was not what went down. Six Steps to the Right Underlay
- Test the slab while it is bare.
- Decide the subfloor system first — it changes what the underlay above it has to do.
- Get the installation instruction for the exact flooring product and read its underlayment clause.
- Choose the cheapest product that satisfies both that clause and your slab reading.
- Add acoustic performance if there is a bedroom above the basement, and not otherwise.
- Get the specified product named on the quote, so a substitution on site is visible.
